Liaoning Provincial Library (LPL) is one of state-owned public libraries with provincial level in China. As a cultural institution of academic nature, it has function to provide documents and information services for the public without charge. Besides that it is also the provincial center for book stocking, bibliography compiling, exchanging among all libraries as well as for professional work coordination and researches.
The precursor of LPL was Northeast China Library which was officially established on Aug.15, 1948 in Harbin on the basis of the preparatory work beginning from 1947, then was moved to Shengyang in November of the same year. The present name “Liaoning Provincial Library (LPL)” was adopted from 1955, which was the first large size public library ever directly established under the leadership of Chinese Communist Party. In 1989, the new library building with the area of 32,000㎡ was beginning to be constructed and was completed by the end of 1997. The new library building was officially opened to the public on August 15, 1998.
LPL has achieved great development in the past 60 years, which owns an ancient and contemporary book collection of 5 million volumes in more than 10 languages at present. In addition, it also has set up exchanging relationship involving literature with the libraries of 17 foreign countries and areas. Among the 560 thousand ancient books collection, the number of reliable text is 120 thousand, which includes near 100 printing books from Song and Yuan dynasty. Besides that it also collects plenty of northeast regional literatures as well as the ones related with Manchu, Qing dynasty and Puppet Manchu Guo Government.
Staffed with 243 personnel, LPL consists of Acquisition and Cataloguing Section, Loan Department, Special Collection Department, Newspapers and Periodicals Department, Information Consulting Service Section, Network Digitalization Center, Social Activities Section. Currently Wang Xiaowen is the director of LPL.
LPL has been holding the service aim — Reader,the first;Service,the first.LPL has 19 rooms which are open to the readers,such as General Loan Room、Newspapers and Periodicals Consulting & Reading Room、Children’s Reading & Loan Room、Aged People’s Reading Room、Disabled People’s Reading Room、Electronic Literature Retrieval Room、Reference Books Reading Room、Legal Literature Reading Room、Local Literature Reading Room、Audio-visual Resources Reading & Loan Room、Ancient Books Reading Room, Reserved Collection Reading Room, and the Scientific Literature Consulting Room and Social Science Literature Consulting Room are charge of the answer to the readers’question , the Selective Retrieval Service and the translation to the foreign materials. LPL has practiced open shelf service with the amount of literature up to 1.9 million to readers with the behavior of reading and borrowing synthesized. Currently in LPL there are more than 1200 reading seats.
LPL opens to the readers 7days a week,and is available to serve 73 hours a week in average and daily reader’s reception volume is up to nearly 3,000 person times. The principal professional work of LPL has been managed by computer so self-contained modernization service system is formed, in which the computer management is used in acquisition of literature, cataloguing, circulation, retrieval and serial publications as well as the automation of office. All these facts indicate that LPL is beginning to emphasize the overall strategy of modernized information resource construction. In 1997, LPL was the first to operate digital library project, and fininshed the construction of LAN, and connected CHINANET and INTERNET, which marked the whole strategy’s beginning of the modernization-information-resorce-construction. The basic tenet of establishing social democracy library enterprise with Chinese characteristic is to fully use the source of collected literature, heartily provide service for the readers and promote the improvement of “double civilization” in the scope of all society. LPL always insists on this faith. For years, LPL has been titled "National First-class Library", "National Advanced Collective on Culture Work", "Spiritual Civilization Example Unit", “Advanced Party Committee", "Service Awards in All Stars Prize", "National Helping the Disabled Advanced Collective","National Advanced Collective on Minorities’ Ancient Book Work". first and then, by provincial government and other related authorities. We determine not to disappoint leaders and readers, and work hard to make LPL modern library — the leading one in China and the advanced one in world.
